eBay says this applies to all business sellers listing items for sale in the EU and Northern Ireland, for new and second-hand products. The first four items track Article 19 of Regulation (EU) 2023/988. CE marking is not a GPSR requirement: it comes from whatever product-specific EU legislation applies, which is why eBay words it "when required by the related regulations applicable to your product".

Product safety information is a separate toggle in Item disclosures. eBay lets you choose up to 4 pictograms and/or up to 8 statements, plus an Additional information field of 120 characters that does not accept URLs.
If a product needs more than that, eBay says to add a picture to the listing showing the extra pictograms and statements. eBay gives button or coin batteries, and suitability for children under three, as examples of what this field is for.
Bulk editing replaces what is already there. eBay states that updating product safety information in bulk will replace any previously added details, so a partial bulk edit can quietly wipe good entries.
eBay allows up to 10 product documents per listing, in .pdf, .jpg or .png, and lets you tag multiple languages for each one.
Its document types include a user guide or manual, a troubleshooting guide, a safety test lab report, a safety data sheet, instructions for use, installation instructions, a declaration of conformity, a certificate of conformity and a certificate of analysis.
Article 19(d) asks for the warnings and safety information in the offer itself, in a language consumers in the country of sale can easily understand. An attached manual in one language is not a substitute for that.
eBay lists, in order: the manufacturer if based in the EU; an authorised representative of the manufacturer in the EU; the importer in the EU, where the manufacturer is not; and an EU fulfilment service provider for the products it handles, where none of the others exists.
That order matches Article 16(2) of the regulation and Article 4 of Regulation (EU) 2019/1020. eBay also names four third-party providers it has partnered with, and says plainly that it is independent of them and not responsible for the quality of their work.

eBay says listings without the information may not be visible or purchasable to buyers in the EU and Northern Ireland, and that visibility is restored once the information is provided, with no impact on the listing history or search ranking.
On accounts, eBay says there should be no GPSR-related action at account level unless a relevant number of listings are identified as non-compliant, or a seller repeatedly breaches requirements after suitable warnings.
eBay says the GPSR does not apply to sales to UK buyers other than Northern Ireland, so eBay.co.uk listings sold to buyers in England, Scotland and Wales are not affected by it.
For older stock, eBay points to Article 51, the transitional provision, which says Member States shall not impede the making available on the market of products covered by Directive 2001/95/EC which conform with that Directive and were placed on the market before 13 December 2024. eBay presents its position as a reading: it says "to our understanding" this can mean GPSR information is not needed for such listings, and adds that you may add it anyway.
Whether a particular unit was placed on the market before 13 December 2024 is a question of fact about that unit, and the Commission says placing on the market is determined at the level of every specific unit.
In the Item disclosures section of the listing form. Product manufacturer and + Add EU responsible person for the contacts, Product Safety for pictograms and statements, and Product documents for files. All three are also available through Bulk edit.
